Current terms of climate legislation in Germany

Federal Climate Protection Act (KSG)This act sets legal upper limits on annual greenhouse gas emissions, with defined permitted emission levels for six sectors of the economy, including the "buildings" sector. The emission reduction targets are based on the annual emission in 1990, with a gradual percentage reduction planned until achieving greenhouse gas neutrality in 2045.
Immediate Climate Action ProgrammeThe actual amounts of CO₂ emitted by each sector are annually accounted for and compared with the KSG targets. If reduction targets are missed, the responsible Federal Ministry for the sector implements suitable measures to ensure the climate goals are met again. These measures are published under the title "Immediate Climate Action Programme".
Federal Funding for Efficient Buildings (BEG)This program provides funding guidelines for grants and low-interest loans to support the energy-efficient renovation of residential and non-residential buildings, as well as the construction of efficient houses. It also supports individual measures like the installation of environmentally friendly heating systems.
Fuel Emissions Trading Act (BEHG)This law regulates the trading of emission certificates, resulting in CO₂ pricing. The price per tonne of emitted CO₂ is set until 2025 and continuously increases. This makes fossil fuels more expensive irrespective of the market price, encouraging emission reduction efforts.
Renewable Energy Sources Act (EEG)The EEG defines targeted amounts of electricity to be generated from renewable energy sources in the future, particularly wind power and photovoltaics. The law also regulates subsidies to create investment incentives in the renewable energy sector.
Building Energy Act (GEG)The GEG contains specifications for building owners regarding the maximum allowable primary energy demand of a house type and the required proportion of renewable energies. These regulations significantly influence the choice of heating technology and promote energy-efficient building practices.
Climate packageA colloquial term for a bundle of measures taken by the federal government to reduce greenhouse gas emissions. These measures include laws and subsidies aimed at addressing climate change and promoting sustainability.
